July 3, 1997

Present: Bruce Thompson, Edwin Ward, Daniel Weir, Lucille Downey - The Gazette

Discussed:   Signage  - good discussion on all types of signs - height, size, wall, pole, monument, free standing plaza sign, temporary

Discussed the idea of continue working in the manner - anything that would be put together will be brought to Council for discussion then sent to the Planning Commission for their opinion then brought back to Council so Council can review the Planning Commissions opinion.   The Building and Lands Committee recommends Council will put it aside until Council has an ample amount of changes for the zoning text to start public hearings and the 3 reading process.  We talked about the importance of working closely with Dan and not going too fast. We want these to be good changes.

Discussion: Minutes from the July 3rd meeting.

Committee decided to wait until zoning text is complete until Council holds a  Public Hearing.

Committee went through the current list of permit fees and recommends we make changes in all areas - these fees have not changed since 1979.

Committee reviewed suggestions from Bruce Thompson, research on the Planning Commission.  Mr. Lemire will be contacted for input and Bruce Thompson suggested that Lemire supplies case law as well as an opinion, Dan will contact Lemire.

Also discussed the lack of information in our information in our Codified                             Ordinances on our Planning Commission  - the need for more people who would be  more interested in becoming informed.

Listened to Jim Donathan on behalf of the Methodist Church, on putting concrete down in the parking area which is part of the Village Green.  Mr. Donathan will have someone representing the church at the Council meeting July 21st.

Discussion - Minutes from July 9th meeting.

Decided to do research on getting up an Engineering and Legal Fees on permit fees list.

Dan will contact Solicitor on questions about the Planning Commission.

Discussed the entire section of 1244.02 Enforcement in our Codified Ordinances.

The committee will recommend changes.

1240.04 Amendments - discussed going with a diagram or chart for steps on obtaining a permit.

1244.99 Penalty - raise the fine for not having a permit from $100.00 to $500.00.

More information needed for developers fees to cover the Villages cost for engineering and legal services.

More information from Solicitor on Planning Commission.

Reviewed Use Regulation Section in Codified Ordinance Book (1246.01)

Discussion will continue August 7th at 1:00 p.m. at Council Chambers.

1246.02   RS Residential District

     (A) Permissive Uses

          (3) Regulating Golf Course be moved to conditional use.

          (4) Public Parks or Playgrounds and Recreational Facilities.

          Add another section for Home Occupation.

     (B) Conditional Uses

          (3) Be completely eliminated from this section - recommend it be

          put in B1 - Business District - Remove privately operated lakes from being constructed because of the risk to personal safety.

September 10, 1997

Reviewed minutes to the previous meeting.

Reviewed memorandum from Dan on a situation regarding clinics in the zoning text.

Discussed local needs and benefits .

Discussed services that could be offered.

Committee decided to present to Council RS District to permit clinics as a conditional use.

Discussed process that will need to be follow by Jefferson Geriatric Center

Present: Ed Ward, Bruce Thompson,   Administrator Dan Weir

Any type of fence can be up to 6' high.  Any higher should have a natural barrier of some kind shrubs, pines, etc. )

When Commercial and Industrial districts touch RS or RD they must have a 40' set back off the property line with a approximate 10' off the property line.  The buffers should be some type of landscaping to shield light and sound.

Dan to check into set back regulations on fencing

1252 O.K. except B, take out none and insert 75' and delete "Dwelling prohibited" .

Send the Planning Commission a memo from Bruce Thompson to Solicitor for review.

Dropping Engineering Fees from our proposed fee list to Council and adding it to the Subdivision Rules and Regulations - ( also to include plan review and legal fees)

The Codified Ordinance only calls for a Public Hearing not ajudification hearing - (The Cornell Lawsuit)   Also, the need to swear in the Board of Zoning Appeals.)

No Meeting set, when we do meet again we will discuss Subdivisions.
